Mas se a culpa é da TRANSPAL ou da escola, porque os alunos e pais tem de pagar a multa?
A Medida Provisória 2.208 de 17/08/2001, concede a maia-passagem ao estudante, a TRANSPAL compete controlar e fiscaliza o uso deste direito, para isso foi imposto o uso do cartão eletrônico, no entanto, para uso de tal sistema requer uma aparato mínimo de tecnologia, é acreditando que ano a ano a TRANSPAL fica para no passado sem evoluir, vejamos:
1. Quando o aluno efetua uma matricula ou rematriucula a escola cadastra o aluno em um programa fornecido pela TRANSPAL, que depois necessita entrega-lo no órgão.
2. Esta ao recebe o disquete gera um formulário, entrega na escola,
3. na escola a direção assina, entrega ao aluno,
4. este vai a um posto de atendimento da TRANSPAL, entrega cópias de seus documentos, efetua o pagamento e aguarda a chegada do cartão eletrônico.

Começo a acreditar que este problema nasceu com atraso na entrega para aumentar a receita, pois todo o ano se repete e as autoridades nada fazem.
